Mizoram Makes History: Becomes India’s First Fully Literate State Under ULLAS Initiative

Aizawl, May 20, 2025 – In a landmark achievement for India’s education sector, Mizoram has been officially declared the first fully literate state in the country under the Understanding Lifelong Learning for All in Society (ULLAS) initiative. The announcement was made during a grand ceremony at Mizoram University, Aizawl, attended by Chief Minister Lalduhoma, Union Minister of State for Education Jayant Chaudhary, and Mizoram’s Education Minister Dr. Vanlalthlana.

With a literacy rate of 98.2%, Mizoram has surpassed the 95% threshold required to be recognized as fully literate under the ULLAS scheme, a key component of the New India Literacy Programme (Nav Bharat Saksharta Karyakram). This achievement underscores the state’s unwavering commitment to inclusive education, lifelong learning, and community empowerment.

The ULLAS Initiative: A Catalyst for Change

Launched as part of the New India Literacy Programme, ULLAS aims to:
