India’s Biggest Electoral Fraud? Over 1 Crore Bogus Voters Detected in West Bengal

The political landscape of West Bengal has been shaken with what may be the toughest challenge yet for Chief Minister Mamata Banerjee. The Election Commission of India (ECI) has set a strict deadline of August 29 for the state to submit a full compliance report on preparations for the Systematic Investigation and Revision (SIR) process of the electoral rolls. The developments point to an intensifying crackdown on alleged large-scale voter fraud, with early reports suggesting that over 1 crore fake voters may be listed in the state’s rolls.

A Deadline That Could Change Bengal’s Political Math

According to sources, West Bengal Chief Election Officer (CEO) Manoj Agarwal has been tasked with submitting the compliance report by 5 PM on August 29. To meet the deadline, Agarwal has called for an all-party meeting on the same day, where several key measures will be finalized:

💥A new rule capping the maximum number of voters per polling booth at 1,200.

💥The increase in polling booths from 80,680 to nearly 94,000, creating about 14,000 new booths.

💥A detailed review of booth layouts and polling station arrangements.

The Election Commission has also made it clear that all officials involved in the SIR process will be under special surveillance. Any sign of malpractice could lead to direct suspension orders from Delhi. This is a major blow to Mamata Banerjee, who had earlier opposed the suspension of her officers but was eventually forced to bow to the Commission’s orders.

The Shadow of Fake Voters in Bengal

The controversy is rooted in allegations that the state’s voter list is heavily inflated with fake entries. The most explosive revelation comes from a recent research paper titled:

“Electoral Roll Inflation in Bengal: A Demographic Reconstruction of Legitimate Voter Counts, 2024” (Authored by Vidu Shankar & Milan Kumar, August 2025).

The study claims:

👉Over 1.04 crore excess voters are listed in Bengal’s rolls.

👉This accounts for a 13.69% inflation, rounded up to about 14% fake votes.

👉By contrast, in Bihar, only 65 lakh voters were flagged as suspicious (less than 10%).

The report concludes that West Bengal faces the most severe case of electoral roll inflation in India, with fake voters concentrated in bordering and minority-dominated districts.

Where the Fraud Is Most Visible

Data from the Bengal CEO’s office further supports these findings. In the last three months, bordering districts such as North and South 24 Parganas, Nadia, Malda, and Murshidabad have witnessed a sharp rise in new voter registrations through Form-6.

👉Registrations per constituency have surged from around 100 to nearly 900 per month.

👉The trend is 9-fold higher than usual.

👉Many of these cases involve people without valid documentation, suggesting a systematic infiltration of the voter rolls.

Reports allege that Bangladeshi migrants, Rohingyas, and other infiltrators have been quietly added to the lists, especially in Muslim-majority constituencies, altering the state’s electoral balance.

Mamata vs. Election Commission: A Clash of Authority

The ECI’s aggressive stance has left Mamata Banerjee in a defensive position. She had accused the Commission of unfairly targeting her government by threatening to suspend four officers. However, when faced with evidence of tampering in the SIR process, Banerjee had no choice but to suspend the accused officials herself.

Political observers believe this marks the beginning of a direct confrontation between the ECI and the Trinamool Congress (TMC), as the Commission moves to dismantle what critics call Banerjee’s “vote-bank machinery.”

Why This Matters Beyond Bengal

The stakes are high. With more than 1 crore questionable votes, the entire integrity of Bengal’s electoral process is at risk. Analysts suggest that:

💥Border areas with high infiltration are the biggest hotspots for electoral fraud.

💥The clean-up exercise could reshape the political balance in the state, especially in districts that have consistently delivered high voter turnouts.

💥If proven true, this would be the largest voter fraud case in Indian electoral history.

The Election Commission’s strict timeline and heightened scrutiny are a clear indication that it intends to set a national precedent with West Bengal. Its methodology for detecting fake voters is also expected to be replicated in other states, especially Bihar and Assam, where similar allegations persist.

The Bigger Picture

For Mamata Banerjee, this is more than just an administrative hurdle. It is a direct threat to the foundations of her political stronghold. With Rahul Gandhi’s rallies failing to generate momentum in the state and the Supreme Court proceedings offering little relief, Banerjee faces a perfect storm.

As one political analyst put it:
“The bulldozer of the Election Commission has reached Bengal. If the claims of 1 crore fake voters hold true, Mamata’s carefully built electoral fortress could crumble.”
