The political temperature in Bihar soared on Wednesday after a joint delegation of 11 parties from the INDIA bloc met with the Election Commission of India (ECI), expressing deep concerns over the large-scale revision of the state’s electoral rolls. Led by senior Congress leader Abhishek Manu Singhvi, the delegation alleged that the timing and scale of the exercise could disenfranchise millions of voters, particularly with assembly elections fast approaching.

⚖️ Opposition Flags Scale and Timing of Voter Verification

Addressing the media after the meeting, Singhvi questioned the practicality of verifying 7.75 crore voters within a few short months. He pointed out that the last major voter list verification of such magnitude took place in 2003—a full year ahead of the Lok Sabha elections and two years before the Bihar Assembly polls. “This time, the assembly elections are just around the corner. Undertaking such an expansive verification process now raises serious concerns,” Singhvi said.

Opposition parties, including the Congress, RJD, Left parties, and the Sharad Pawar-led NCP, submitted a memorandum to Election Commissioner Gyanesh Kumar, arguing that as many as 2 crore voters might risk losing their franchise if the process is rushed or flawed.

🏛️ Election Commission Counters Allegations

In response, the ECI strongly defended the integrity and transparency of its ongoing door-to-door verification drive. The Commission stated that the exercise was intended to weed out fake, duplicate, and deceased entries from the rolls, ensuring that only eligible citizens remain listed.

Officials clarified that the process is not unilateral. The ECI has engaged over 1 lakh Booth Level Agents (BLAs), including those recommended by political parties, to physically verify voter data across Bihar. The Commission stated that the political parties had themselves nominated 56,000 BLAs, indicating active cooperation despite public objections.

“Every political party is being invited to participate in the roll revision process. Their representatives work alongside our BLOs to validate entries at the booth level,” said an ECI official. “This is a collaborative effort—not a unilateral or opaque operation.”

📊 What’s Really Changing in the Voter List?

The Election Commission has clarified that the updated list will be based partly on the 2003 rolls, with voters already verified at that time forming the base. According to officials, roughly 5 crore voters from that original list do not require fresh verification.

The focus, therefore, is on verifying the remaining 2.75 crore entries—comprising new voters, migrants, and those potentially listed multiple times. With one lakh BLAs expected to operate for 30 days, and each covering approximately 30 voters a day, the Commission estimates that the entire exercise can feasibly cover over 9 crore entries.

Critics, however, argue that this mathematical projection ignores ground realities—especially in rural areas with poor address documentation and limited access to technology.

🔥 Controversy Over Allegations and Political Rhetoric

Tensions escalated as some voices within the ruling party and its sympathisers accused the opposition of protecting fraudulent voters—including alleged illegal immigrants from Bangladesh.

“Those opposing this drive are worried because their illegal voter base is being challenged,” claimed a BJP supporter in a viral video. “If a voter is genuine, verification should not be a problem. The only people who are panicking are those with something to hide.”

Such inflammatory rhetoric has further strained political discourse. Allegations flew on both sides, with opposition parties accusing the ECI of acting at the behest of the ruling BJP, and ruling party figures accusing the opposition of “fearmongering” and “shielding infiltrators.”

Statements made by some fringe leaders—including calls to “not cooperate with BLAs” or to “resist verification teams”—have added fuel to the fire. The Election Commission has warned that any obstruction of its officials or incitement of violence will attract strict legal consequences.

🤝 Call for Constructive Participation

Amid the chaos, civil society voices and retired bureaucrats have urged both the ECI and political parties to act responsibly. They emphasized that maintaining an accurate and inclusive electoral roll is essential to the health of Indian democracy.

“Both fake inclusions and wrongful deletions hurt democracy,” said former CEC S.Y. Quraishi. “This is not the time for political theatrics. All stakeholders must ensure this process remains transparent, participatory, and fair.”

In its latest statement, the Election Commission reiterated that no eligible voter will be left out. It emphasized the use of digital verification, fieldwork, and cross-checks with documents like Aadhaar and ration cards. However, it maintained that possession of such documents alone does not guarantee continued listing without on-ground verification.

The Commission further stated that final voter rolls will be published in due course, well before any elections are announced.
