Delhi LG Orders Probe into AAP’s MLA LAD Fund After Congress Complaint

In a significant development in Delhi’s political landscape, the Delhi Lieutenant Governor (LG) has directed a thorough investigation into the use of the MLA Local Area Development (LAD) Fund following a formal complaint from the Congress party. This move comes as a sharp political maneuver and has stirred controversy, with implications for the Aam Aadmi Party (AAP) and its MLAs.

LG’s Directive and Congress Complaint

On August 15, the Delhi LG Secretariat instructed the urban development department to provide detailed records concerning the MLA LAD Fund scheme. The department has been given a one-week deadline to submit information regarding the expenditures under this scheme for the past two years. This probe is in response to a complaint lodged by the Congress party, which has accused AAP MLAs of significant mismanagement and misuse of funds allocated for local development.

Independence Day Drama

The timing of this investigation is notable. On the occasion of Independence Day, while PM Modi made headlines with his speech, the LG’s action has added a new dimension to Delhi’s political scene. The Congress party has described this as a strategic “gift” to Delhi Chief Minister Arvind Kejriwal, suggesting that the LG’s move could lead to legal troubles for several MLAs and further complicate the political climate.

Allegations and Accusations

According to the Congress, some AAP MLAs have been involved in diverting substantial sums of LAD funds—allegedly between ₹70 crore and ₹100 crore—without proper documentation or accountability. They claim that these funds were intended for essential civic improvements, such as water pipelines and sewage systems, but instead have been misappropriated. The Congress has also suggested that the actual amount of the scam might be higher than reported, with estimates reaching up to ₹181 crore.

AICC Secretary Abhishek Dutt, in his complaint to the LG on August 2, highlighted the serious civic issues stemming from the alleged mismanagement of the LAD Fund. He pointed out ongoing problems like waterlogging, overflowing sewage, and inadequate water supply in Delhi, attributing these issues to the misuse of funds intended for infrastructure development.

AAP’s Response

The AAP has sharply criticized the LG’s directive, labeling it as a politically motivated attempt to disrupt ongoing development projects. They argue that this probe is an obstruction to their efforts in improving Delhi’s infrastructure. The party claims that the LG and his favored officials are responsible for any delays or issues with civic works, including road projects under the Mukhi Mantri Salak Punar Nirmal Yojana.

AAP officials have expressed their readiness to fully cooperate with the investigation, asserting their commitment to transparency. They argue that the probe should not hinder the progress of essential public works and have emphasized their willingness to account for every rupee of the LAD funds.

Political and Legal Ramifications

The LG’s investigation into the LAD Fund comes amidst heightened political tensions and could have far-reaching consequences. If the probe uncovers evidence of significant mismanagement or corruption, it could lead to legal action against implicated MLAs and further strain the relationship between the Delhi government and the LG’s office.

Both the AAP and Congress are gearing up for a heated political battle, with the Congress leveraging the investigation to accuse the AAP of corruption, while the AAP seeks to defend its record and continue its development agenda.

The inquiry into the MLA LAD Fund is set to be a pivotal moment in Delhi’s political arena. With the LG’s directive prompting a detailed examination of fund utilization and the Congress party’s allegations of misappropriation, the investigation will be closely monitored. The findings could significantly impact Delhi’s governance and political dynamics, influencing both public perception and future electoral prospects.
